The BMV element consists of layers of specially formed material that causes material flowing through the pipe to divide into separate streams and then cross each other to create a sliding action between two streams.  This sliding action causes the fluid at the interface to rotate or tumble.  The net effect is that a higher level of turbulence is achieved with a lower velocity.  Lower velocity means less pumping energy.
